I saw while in the Nation Builder for my Norse Iceland game. It only costs 5 points base to get +500% and 0 points for a +250%. In the idea selector it sits right next to an option for trade steering that is only +5%/10/15/20 like most economic boots. Based on what I know about the trade game this would be extraordinarily overpowered.
