Not likely as there is no gas there for the pump and primer bulb to suck and use. I also tested the two regulators I bought; both had defects. They failed the diode tests in the manual (shorted from yellow to red leads). I have been experiencing the exact same issue. Well, I just figured it out and now it steers real easy. There is a screw on the starboard side of the pivot housing. Back that screw out about 1/4 turn and see if that's it. That's a ease of steering adjustment, I guess. At the higher rpm I either don't feel/notice it or the engine runs fine (maxes out @ 5,900 rpm (34 mph)) Also this 4-stroke idles like my 2 stroke 25 hp (rough) and therefore vibrates and sounds rough at 800 rpm.
