After I stopped switching between my operators it would work perfectly. SOOOO I would have to stay on a guy until he was maxed at 10 for it to fix itself.

Switch to stuck operator. Finish a contract and exfil. Sometimes the exfil streak gets bugged. Failing to exfil or changing operator in that slot will fix it (by resetting it to zero so you can start again). Some people have had luck fixing it by changing operator skin and/or finisher.
